Jack Rabin was Professor of Public Administration and Public Policy at the Pennsylvania State University at Harrisburg, Middletown, and Coordinator of the M.P.A. Program. He was the editor or coeditor of eight peer-reviewed journals: the International Journal of Economic Development; the International Journal of Public Administration (Marcel Dekker, Inc.); the International Journal of Organizational Theory and Behavior; Public Administration Quarterly; the Journal of Health and Human Services Administration; the Journal of Public Budgeting, Accounting, and Financial Management; Public Administration and Management: An Interactive Journal; and "Focus on Management History" in Management Decision. Dr. Rabin was the author, editor, or coeditor of more than 25 books, including the Handbook of Monetary Policy; the Handbook of Fiscal Policy; the Handbook of Strategic Management, Second Edition; the Handbook of Public Budgeting; the Handbook of Public Personnel Administration; the Handbook of Public Sector Labor Relations; Politics and Administration; Managing Administration; State and Local Government Administration; the Handbook of Information Resource Management; the Handbook on Human Services Administration; the Handbook of Public Administration, Second Edition; Public Budgeting and Finance, Fourth Edition; and Politics and Administration (all book titles, Marcel Dekker, Inc.); the Executive Editor of Dekker's landmark Public Administration and Public Policy Series, the largest and most comprehensive book series in the history of the field; coauthor of the Public Budgeting Laboratory, Second Edition (Vinson Institute of Government); coeditor of Performance-Based Budgeting: An ASPA Classic; coeditor of Budgeting: Formulation and Execution (Vinson Institute of Government); coauthor of Personnel: Managing Human Resources in the Public Sector (Harcourt); coeditor of Contemporary Public Administration (Harcourt); coeditor of Dilemmas of Public Participation (Prentice-Hall); and coauthor of Public Budgeting and Financial Management: An Annotated Bibliography (Garland). Dr. Rabin, moreover, was a consultant in budgeting and strategic planning in the Executive Office of the President of the United States, and helped manage the overhauling and the bringing into compliance with the law of a major state judiciary's human resources system. He received the Ph.D. degree (1972) in political science from the University of Georgia, Athens.
